Three years after the Fall, the belt was militias fighting militias over fields. In 2097 the councils, crews and what was left of the governments sent representatives to the crater city and signed this. It made them the League of the Fallen Lands, and it made the salvage theirs by right of where it fell.
The League’s war room, built into the crater wall. The Charter hangs here. We, the people the sky fell on
We, the people the sky fell on, from the coast of West Africa to the islands of the Pacific, who buried our dead under it and dug our living out of it, declare that what fell on our land, our cities and our graves belongs to those who live there.
We did not build the Ring. We did not profit from it. We were not asked whether it should be hung above our heads. We will not be asked now whether we may keep what came down.
We bind ourselves to each other: no member fights another over a field. Fields are allotted by the Assembly. What the Assembly allots, every member defends.

What it did
It ended the field wars between League members, mostly. It created the Assembly that allots fields, and the office of Speaker that holds the Assembly together. It gave the belt a single voice against the Consortium, which until then had dealt with each militia separately and cheaply.
It did not create an army. Rafael Duarte’s militias became the League’s forces by agreement, not by charter, and they still answer to him first.
